Are the Underrated matches way better than the Overrated matches?

I think the Underrated matches work better as quite often they feature wrestlers who aren't getting a push because of weak mic skills or lack of charisma.As opposed to not being a good enough wrestler or not being able to work an entertaining match.The likes of Shelton Benjamin, Charlie Haas, Abyss, LAX, Austin Aries or Roderick Strong would fall into this category of Underrated wrestlers who can still work an entertaining match.
