What does is mean when someone says something is cancer growing?

Ok, so i have to do a report on Gerald Ford,and i have to explain what was happening during his time. and one thing that happened was the watergate scandal, John Dean said the watergate scandal would be "cancer growing" to Nixon's presidency. what does that mean?????????
