Obama stimulus has worked. Time to get over it!?

The bill allocated $787 bil. and has only spent $93.68 bil. (12% ) and the gov. says it is working...then why should we spend rest of it? Apparent it is not needed...pull it back and give it back to to the et side of the ledger?
